(1) For the purpose of sub-section (5) of Section 3 of the Act, the proponent shall organize a public hearing on the proposal in the area affected by the implementation of the proposal in connection with the preparation of the environmental study report and collect opinions and suggestions. (2) During the public hearing in accordance with sub-rule (1), the proponent shall also involve the affected local community, the representative of the forest user group and the representative of the local level if a forest user group has been formed.
(3) The proponent shall organize a public hearing at more than one location as required based on the geographical area covered by the project.
(4) For the purpose of holding a public hearing as per sub-rule (1), the proposer shall use local newspaper, radio or other media to publicize the date, time, place and project, as well as notice in the relevant ward office of the local level and any public place in the project area. (5) Attendance at the public hearing organized in accordance with these rules, suggestions received from the hearing, pictures and audio-visual materials must also be attached to the environmental study report.
